Italian universities are among the oldest and cheapest in Europe, and Naples in particular hosts three major institutions — Federico II (founded 1224, the oldest secular university in the world), L'Orientale (specialised in Asian and African studies), and Vanvitelli (Luigi Vanvitelli, the regional science-and-medicine hub). This is the practical month-by-month path to enrolling for the 2027/28 academic year as an international student.
The two entry tracks — pick yours first
Italian universities separate international candidates into two administrative tracks. Confusing these two costs people a year.
Track 1 — Erasmus and exchange students
If your home university has an Erasmus+ or bilateral agreement with an Italian university, you apply through your home institution. Deadlines are internal (typically February-April for autumn semester, September-October for spring). You don't need a study visa if you are EU. Non-EU exchange students apply for a short-stay Schengen visa only if the exchange is under 90 days, or a study visa if longer.
Track 2 — Full-degree international students
If you are enrolling in an entire bachelor's, master's, or PhD programme (not an exchange), you follow the Universitaly / DoV path. This is the long path and this article focuses mostly on it.
The AY 2027/28 timeline, month by month
September-November 2026 — research
Shortlist 3-5 programmes. For each, note:
- Language of instruction (English-taught programmes are exploding in Italy, especially at master's level)
- Any entrance exam (TOLC for engineering, medicine, economics; specific portfolio for architecture/design)
- Tuition band based on ISEE parificato
- Application deadlines specific to that programme
Universitaly.it is the official portal that centralises international applications for the Ministry of Universities.
December 2026-January 2027 — language certifications
If you are applying to Italian-taught programmes, you need CILS, CELI, or IT PLIDA at B2 level minimum (some medicine and law programmes ask for C1). Test dates are limited and results take 6-8 weeks. Book now.
For English-taught programmes, IELTS 6.0-6.5 or TOEFL iBT 80-90 is the typical requirement. If your prior education was fully in English, most Italian universities accept a certificate from your school in lieu of IELTS/TOEFL.
February-March 2027 — pre-enrolment on Universitaly
The pre-enrolment window (called Dichiarazione di Valore or DoV, now increasingly replaced by CIMEA statement of comparability) opens on Universitaly typically in February or early March. You upload:
- Passport scan
- High-school diploma (bachelor's applicants) or bachelor's degree with transcript (master's applicants)
- Language certificate
- Motivation letter (some programmes)
- Payment receipt for CIMEA statement of comparability, if requested — roughly €120-160
What CIMEA and DoV actually mean
Italy needs to verify that your foreign qualification is equivalent to an Italian one. For decades this was done through the Dichiarazione di Valore in Loco, issued by the Italian consulate in your country. It was slow, inconsistent between countries, and often took 8-12 weeks.
Since 2019, Italy transitioned to CIMEA — the ENIC-NARIC agency — which issues a Statement of Comparability, a Statement of Verification, and a Statement of Recognition. Most Italian universities now accept the CIMEA Statement of Comparability in lieu of the DoV, and processing is 20-30 working days online. Ask each of your target universities whether they accept CIMEA before choosing the path.
April-May 2027 — entrance exams (if applicable)
The TOLC test (Test OnLine Cisia) is now the standard entrance exam for most Italian bachelor's programmes in engineering, economics, sciences, and increasingly medicine. It can be taken online from home under supervision, and the same TOLC result is valid for multiple universities. Book test dates 6-8 weeks in advance because slots fill up.
Architecture, design, and fine-arts programmes usually require a portfolio review or a specific design test. Deadlines vary — check each faculty individually.
June-July 2027 — provisional admission and visa application
Universities publish provisional admission lists in June or early July. Once you have your acceptance letter and the enrolment fee receipt on Universitaly, you can book the visa appointment at the nearest Italian consulate.
Non-EU students need a type D national study visa. Documents typically include:
- Universitaly application printout
- Provisional admission letter
- Proof of financial means (roughly €470-500/month for the academic year, updated annually)
- Health insurance covering Italy
- Proof of accommodation in Italy (a signed rental contract, university dorm confirmation, or PNRR residence reservation like Cosmica Student Housing)
- Return travel plan or means to return
Visa processing takes 15-90 days depending on the consulate. Some countries have wait times measured in months — apply the day you have your admission letter.
August 2027 — housing and last logistics
By this point you should have a rental contract or confirmed reservation. Naples has two housing peaks: mid-July to mid-September and December to early February. If you are still searching in August, you are late — leftovers are worse rooms at higher prices.
September 2027 — arrival
- Confirm your enrolment in person at the international office of the university
- Non-EU: apply for residence permit at the post office within 8 working days of arrival
- Register at ASL if you plan to stay long term
- Apply for DSU housing/tuition benefits through ADISURC (Campania) — deadlines run until September/October

Apply nowTuition — the surprising part
Italian public universities charge tuition based on ISEE parificato, an income assessment adapted for foreign families. Federico II's fee bands typically range from around €0-500 for low-income households up to €3,000-3,500 per year at the highest band for standard programmes. Medicine and dentistry sit slightly higher.
Private universities (Bocconi, LUISS, Cattolica, San Raffaele) charge €12,000-18,000/year and are a different market. If you are optimising for cost, public universities are dramatically cheaper.
DSU benefits
Full-degree students who meet income thresholds can apply for DSU (right-to-study) benefits through the regional agency. In Campania that is ADISURC. Benefits include tuition waiver, monthly grant (€2,000-6,000/year), meal cards, and priority in public student housing. PNRR residences like Cosmica Student Housing reserve a share of beds for DSU-eligible students at €150/month.

Università di Napoli Federico II
The public giant. ~76,000 students, every discipline from medicine and engineering to veterinaria and humanities. Multiple English-taught masters. Central campuses in the Centro Storico, Fuorigrotta (engineering, Monte Sant'Angelo), and Sanità/Materdei corridor (medicine, veterinary).
Università degli Studi di Napoli L'Orientale
Founded 1732, specialist in Asian, African and Mediterranean studies, linguistics, comparative literature. Small, focused, walking distance from Piazza del Gesù.
Università degli Studi della Campania Luigi Vanvitelli
Spread across the metro area (Naples, Caserta, Aversa). Strong medicine, engineering and psychology. Increasingly relevant for international students on the medical track.
Accademia di Belle Arti and Conservatorio
Specialised fine-arts and music. Different enrolment procedures, portfolio-based. Deadlines can be earlier.
Suor Orsola Benincasa
Private university, humanities and communication, small classes, in Corso Vittorio Emanuele.
What actually stops people
Not the paperwork itself. The two failure modes are:
- Missing the language test window. If you sit CILS in June, results arrive in August, too late to attach to your Universitaly file. Book December-March at the latest.
- Missing the visa appointment window. Some consulates only release D-visa slots twice a year. Check yours in January, not July.
Everything else — CIMEA, DoV, tuition bands, DSU — is bureaucratic but tractable if you start early. The month you decide Italy is real is the month you should start emailing.
